PERSONS FOR THE BRANCH. >> WHEN I SIGNED TO SPEAK MY PLAN WAS TO SHARE WITH YOU PLANS FOR ACT SO YOU CAN WEAR MY SHIRT AND I THOUGHT I WAS GOING TO HAVE A STUDENT HERE TO TALK ABOUT AXO .HOWEVER, AFTER YESTERDAY'S ANNOUNCEMENTS I COME WITH A DIFFERENT REQUEST. WE THE BALTIMORE COUNTY BRANCH OF THE NAACP COMPLETELY SUPPORT THE SUPERINTENDENCY OF DR. DARYL WILLIAMS. HE HAS BEEN A PARTNER AND A SUPREME EDUCATOR. WHEN DR. WILLIAMS BECAME SUPERINTENDENT OF THE BALTIMORE COUNTY PUBLIC SCHOOL SYSTEMS, LITTLE DID HE KNOW WHAT LIES AHEAD OF HIM. HE FACED A CYBER ATTACK WHICH HAD NEVER HAPPENED BEFORE AND HE HANDLED IT. HE FACED THE NATIONWIDE PANDEMIC THAT NO ONE WAS PREPARED FOR. NO ONE KNEW HOW TO TEACH VIRTUALLY CHILDREN NEEDED COMPUTERS. TEACHERS NEEDED TO TEACH A DIFFERENT WAY. THIS WAS ALL NEW. AND DR. WILLIAMS MADE SURE THAT TEACHERS AND STUDENTS HAD THE EQUIPMENT AND TOOLS THEY NEEDED TO WORK. DR. WILLIAMS HAS HAVE HANDLED PROFESSIONALLY. OTHER CHALLENGES THAT HE'S FACED. HE HAS ALWAYS HAD AN OPEN DOOR WITH US AND HAS BEEN OPEN TO SUGGESTIONS. WE HAVE APPRECIATED THAT HE HAS DONE. THE BALTIMORE COUNTY BRANCH OF THE ACP AND WE ARE NOT THE RANDALSTOWN BRANCH AND WE DO NOT AGREE WITH THEM. THEY ONLY REPRESENT A SMALL SEGMENT OF THE COUNTY. THE BALTIMORE COUNTY BRANCH REQUESTS THE DR.

WILLIAMS AND THE BCP COMMUNITY .MY NAME IS JESSICA BORGER, VICE CHAIR OF THE CITIZENS ADVISORY COMMITTEE FOR GIFTED AND TALENTED EDUCATION AT BCP ADVISORY GROUP. THE CAC IS VERY CONCERNED ABOUT THE PROPOSED STAFF DECREASE IN THE OFFICE OF ACADEMICS FROM FOUR RESOURCE TEACHERS, A DIRECTOR AND AN ASSISTANT TO ONLY ONE RESOURCE TEACHER. A DIRECTOR AND AN ASSISTANT. THIS WOULD FOLLOW THE DECREASE FROM EIGHT RESOURCE TEACHERS TO FOUR IN 2020. THIS SHOWS A LACK ACADEMIC SUPPORT FOR BOTH THE EDUCATION OF APPROXIMATELY 30,000 TWICE EXCEPTIONAL AND ADVANCED LEARNERS WHO PARTICIPATE IN ADVANCED ACADEMIC PROGRAMS AS WELL AS THE SCHOOL BASED PERSONNEL WHO TEACH THEM. AS YOU HEARD FROM OUR CHAIR ZAMORA SIMPKINS AND MYSELF AT THE BOARD PUBLIC HEARING ON Y 2024 BUDGET THE OFFICE OF ADVANCED ACADEMICS IS WHERE THE SPECIAL IS KNOWLEDGE ABOUT HOW BEST TO EDUCATE JT AND OTHER ADVANCED LEVEL RESIDES. LET ME REITERATE THAT MOST COLLEGES DO NOT OFFER ANY COURSES TO TEACHERS AND TRAINING REGARDING EDUCATION ASSESSING AND IDENTIFYING STUDENTS WHAT CONSTITUTES APPROPRIATE CURRICULA AND WRITING AND PRESENTING TO SUCH STUDENTS. THIS BUDGET DOES NOT PROVIDE A COLA FOR OUR STAFF. THERE IS OVER 102 MILLION IN NEW COUNTY FUNDING BUT NO COLA DURING HISTORIC INFLATION FOR COMPARISON. IN AN ARUNDEL COUNTY THEIR SUPERINTENDENT IS CALLING FOR A STEP INCREASES AND A 6% COLA FOR ALL SCHOOL EMPLOYEES. HE OFFERED THAT BEFORE THEIR NEGOTIATIONS AROUND WAGES EVEN BEGAN. WHAT A CLEAR MESSAGE TO THOSE EDUCATORS THAT THEY VALUED AND THEIR SCHOOL SYSTEM WANTS TO RETAIN THEM. PRINCE AND HOWARD COUNTY EDUCATORS GOT THEIR STEPS AND A 4% COLA. BALTIMORE COUNTY YOU MUST DO BETTER. WE WILL CONTINUE TO LOSE OUR EDUCATORS TO OTHER COUNTIES. WITH A BUDGET THAT OFFERS NO COLA BOARD MEMBERS UP TO YOU TO FIX THIS BUDGET. WE KNOW THE AMOUNT REQUESTED GOES BEYOND PARAMETERS GIVEN BY THE COUNTY EXECUTIVE. PLEASE FIX THIS BUDGET AND GIVE THE COUNTY COUNCIL A ONE THAT IS

THE 2020 BOUNDARY STUDY LED BY BURGESS PROMISED TO BRING ONLY 100 STUDENTS TO HAMPTON INSTEAD .OUR STUDENT POPULATION HAS GROWN BY MORE THAN 300. A 51% INCREASE IN JUST THREE YEARS.

WE BROUGHT UP THE FLAWED PROJECTIONS THEN AND I AM CONCERNED THAT THEY ARE UTILIZING FLAWED PROJECTIONS AGAIN PRESENT STUDIES. BASED ON THE BCP DATA DASHBOARD HAMPTON IS NEVER PROJECTED TO SURPASS 110% 110% CAPACITY IN TEN YEARS .WE HAVE REACHED 121% IN LESS THAN THREE YEARS. AS OF TODAY WE HAVE 811 STUDENTS WE HAVE A STATE RATED CAPACITY OF 670 STUDENTS AND WE ARE AT 121% CAPACITY IN 2020. THERE WAS THE BOUNDARY STUDY THAT WE WERE A PART OF AND ULTIMATELY WE HELPED ASSIST TO ASSIST A SCHOOL WHO WAS IN THE SAME POSITION THAT WE ARE NOW.

WE WELCOMED THOSE STUDENTS AND THEY ARE A WONDERFUL PART OF OUR HAMPTON COMMUNITY. BUT NOW HERE WE ARE 2023 AND WE ARE STRUGGLING WITH SEVERELY OVERCROWDED CLASSROOMS AND WE NEED YOU TO STEP IN. WE HAVE 811 STUDENTS FOR ONE NURSE TO CARE FOR IN A TIME WHERE ILLNESS IS HIGH. WE HAVE ONE PRINCIPAL AND ONE VICE PRINCIPAL TO MANAGE CARE FOR AND HELP IMPLEMENT PROPER LEARNING STRATEGIES FOR ALL OF OUR 811 STUDENTS WHILE ALSO ASSISTING TEACHERS WITH THEIR OVERCROWDED CLASSROOMS. WE HAVE ONE GUIDANCE COUNSELOR TO HELP THE SOCIAL AND EMOTIONAL WELL-BEING OF OUR STUDENTS. AS YOU'RE AWARE, WE WE DID NEGOTIATE SOME ENHANCEMENTS THAT WERE OFF FAVORABLE SALARY ENHANCEMENTS LAST YEAR ONLY FUNDING WAS IN IN THE ONGOING FUNDING WE PAID FOR THE REST IT IN THE CURRENT YEAR WITH ONE TIME FUNDING THIS BUDGET NOW BUILDS INTO THE BASE ON IN AN ONGOING MANNER FOR THE UPCOMING YEAR.
