The Board of Education publishes the Annual Comprehensive Financial Report (ACFR). Each year, student artwork is included in the ACFR. The fiscal year 2023 ACFR includes the work of students, and these students are recognized at the Board meeting when the ACFR is presented to the Board. We appreciate their contribution and acknowledge the hard work and creativity of the students and their teachers. Each participating student receives a gift card.

The following individual has been appointed to the Central Area Education Advisory Council:
Online registration was open to the public one week prior to tonight's Board meeting and was closed at 3 p.m. yesterday for anyone wishing to speak at this evening's meeting. Each speaker is allowed three minutes to address the Board. No speaker substitutions will be allowed.
Based on Policy 8315 (as amended on July 11, 2023), representatives from the following categories are invited to address the Board during the public comment period of the Board's meetings. A maximum of five (5) spaces will be allocated in each of these categories:
1. School system-affiliated groups
2. Unions
3. Nonprofit community groups
4. Individual citizens or students
So that a diversity of viewpoints receives the opportunity to address the Board, when there are more requests than available spaces in any of the categories, first priority will be given to those groups or individuals who have not spoken during the two prior Board meetings. When the spaces reserved in any of the four categories are not filled, those spaces will be offered, on a first-come, first-served basis, through the wait-list sign-up sheet.

This supplemental appropriation from fund balance is being requested to provide funding which aligns with and supports the July 11, 2023, Board approved contract for an enterprise resource planning (ERP) system. The system includes all general ledger, budgeting, payroll, purchasing, inventory, and human resources processes. This funding will provide for the Oracle software: software licenses, cloud services, and managed services as well as implementation services and training by Application Software Technology, LLC.
The Annual Comprehensive Financial Report (ACFR) is prepared annually in compliance with the public school laws of the state of Maryland. All funds and accounts of the Board are included in this ACFR. While the Board is an entity created and governed by state law, it has been defined as a component unit of the Baltimore County government for financial reporting purposes. The financial statements for fiscal year 2023 have been audited by CliftonLarsonAllen LLP in accordance with state law. The independent auditor’s report is included in the financial section of the ACFR.
