Online registration was open to the public one week prior to tonight's Board meeting and was closed at 3 p.m. yesterday for anyone wishing to speak at this evening's meeting. Each speaker is allowed three minutes to address the Board. No speaker substitutions will be allowed.
Based on Policy 8315 (as amended on July 11, 2023), representatives from the following categories are invited to address the Board during the public comment period of the Board's meetings. A maximum of five (5) spaces will be allocated in each of these categories:
1. School system-affiliated groups
2. Unions
3. Nonprofit community groups
4. Individual citizens or students
So that a diversity of viewpoints receives the opportunity to address the Board, when there are more requests than available spaces in any of the categories, first priority will be given to those groups or individuals who have not spoken during the two prior Board meetings. When the spaces reserved in any of the four categories are not filled, those spaces will be offered, on a first-come, first-served basis, through the wait-list sign-up sheet.
If not selected, the public may submit their comments to the Board members via e-mail at boe@bcps.org.

Two organizations have applied to operate public charter schools in BCPS starting in SY 2025-2026. In accordance with BCPS Superintendent’s Rule 1600, each of the presentations were provided to the Board on March 19, 2024. The Board is scheduled to vote on the charter schools on April 16, 2024.

IKEA will be donating and installing a kitchen and laundry room in the vocational center where students with significant and multiple disabilities will be provided the opportunity to develop functional skills that will allow them to function more independently in society post-secondary placements.
As background, we have a group of students that work at the Exchangeree weekly. The newly developed Vocational Center, which has a mission to prepare our students with independent living and work skills, lacked such spaces. Students with significant special needs require ample opportunities to attain new skills. Without access to a kitchen and laundry room students are unable to generalize skills to their home or group home living situations. Being able to consistently practice learned and newly attained skills allows us to appropriately prepare them for the world outside of BCPS.
The Vocational Center services all of our middle, high and transitional school students. While they are the current students accessing the Vocational Center, students of Maiden Choice often stay their entire educational career. Therefore, the student benefit is immeasurable. Having a kitchen and laundry room on site will significantly impact our students’ lives both individually and in the workplace. Students will gain an internal sense of self-worth and accomplishment as well as being able to contribute to family life and provide possible employment opportunities. This initiative is in an authentic learning environment that will provide our students with continuous learning to enhance their independence when they exit BCPS.
Level Green Landscaping would like to donate plantings and provide the installation of perennial gardens at Maiden Choice School. This donation allows for the beautification of the front of the school and will give Maiden Choice students a hands-on experience in assisting with this project.
Pursuant to Board Policy 8311, each April, the Board of Education will adopt a schedule of its regular meetings for the succeeding school year.

This annual budget appropriation transfer will realign funds by category with planned and projected year-end expenses. With the Board's approval, this transfer will be submitted to the County Executive and then to the County Council for approval in June 2024.
This supplemental appropriation modifies an operating budget supplement previously approved by the Board on November 20, 2023. The modification is moving from the full contract term (5 years) to the initial first-year term (1 year); thereby, reducing the FY2024 supplemental request, which supports the July 11, 2023, Board-approved contract for an enterprise resource planning (ERP) system.
