FOR THE RECORD, DARREN BURNS, BOARD COUNCIL, UH, CHAIR TER, I WOULD JUST SUGGEST THAT YOU KNOW, WHENEVER YOU'RE LOOKING AT A RESOLUTION THAT MIGHT RELATE TO ANOTHER JURISDICTION'S LAW, WHETHER IT'S COUNTY OR STATE, THAT WOULD IMPACT THE LOCAL BOARD, YOU REALLY GOTTA DO YOUR RESEARCH RIGHT? BECAUSE THERE ARE AREAS, YOU KNOW, THIS, THIS LOCAL BOARD IS ACTUALLY A STATE AGENCY WITH LOCAL FEATURES, RIGHT? AND IT IS NOT PART OF COUNTY GOVERNMENT.

AND THERE ARE LIMITATIONS ON HOW MUCH IT CAN BE SUBJECTED TO ANY AUTHORITY FROM A COUNTY OR QUASI COUNTY AGENCY.

SO I WOULD JUST SIMPLY CAUTION THE BOARD THAT IF THE HOMEWORK'S NOT DONE ON THIS FIRST, JUST BE, BE CAREFUL TAKING A POSITION ON SOMETHING, YOU KNOW, THAT'S NOT BEEN RESEARCHED.

AN ACTION THAT STRENGTHENS ACCOUNTABILITY AND ENSURES THAT LIMITED TAXPAYER DOLLARS ARE USED

EFFICIENTLY AND EFFECTIVELY FOR THE BENEFIT OF STUDENTS.

BY ADDING THIS ITEM TONIGHT, WE SIGNAL THAT TRANSPARENCY AND FISCAL RESPONSIBILITY ARE NOT SIDE ISSUES, BUT CENTRAL TO OUR MISSION.

THE SOONER WE ACT, THE SOONER WE DEMONSTRATE TO OUR COMMUNITY THAT WE WELCOME INDEPENDENT OVERSIGHT AS A PARTNER IN SAFEGUARDING RESOURCES AND KEEPING THE FOCUS WHERE IT BELONGS ON OUR STUDENTS.

UM, I, I BRING YOU GREETINGS FROM THE PTA COUNCIL AND IT'S 140 UNITS ALONG WITH OUR GOVERNING BODY, WHICH IS FREE STATE.

UM, AT FIRST I WANNA EXTEND CONGRATULATIONS TO THE SCHOOL BOARD, THE SUPERINTENDENT, THE THOUSANDS OF STUDENTS, FACULTY AND STAFF AND PARENTS THAT ALL CAME TOGETHER TO SUPPORT INCREASED STANDING, INCREASED ACADEMICS FOR OUR STUDENTS, SUCH THAT WE MADE US NEWS AND WORLD REPORT 24,000 HIGH SCHOOLS.

WE WERE SELECTED AMONG THE BEST IN THE STATE.

SO I SIT HERE HUMBLED AND PROUD TO BE A PART OF THAT CONVERSATION.

UM, OUR PARTNER, OUR GOALS FOR THE COUNTY THIS YEAR IS FOCUSING ON PARTNERSHIPS.

OUR NATIONAL OFFICE SAID PTA IS NO LONGER A NOUN, IT'S A VERB TO THAT EXTENT.

WE WANNA BE MORE ACTIVE IN PARTNERING WITH OUR COMMUNITIES, THE SCHOOLS, AND SET UP VALUES AND SET UP PRACTICES THAT ARE ALIGNED WITH THOSE COMMUNITIES THAT WE REPRESENT AND THAT STUDENTS COME FROM.

SO ALONG THOSE LINES, I WANNA SAY WE HAVE AN EXTENSIVE, A BEAUTIFUL PARTNERSHIP WITH THE NEW COMMUNITY SCHOOLS, MS. MONIQUE BANKS, IN PARTICULAR AT WIND FOOT ELEMENTARY, AND MS. TINGLE, A BRAND NEW COMMUNITY FACILITATOR, IS WORKING WITH US ON A MEET AND GREET RECEPTION SEPTEMBER 29TH, DESIGNED TO FOSTER THOSE RELATIONSHIPS AND IMPROVE STUDENT SUCCESS.

SO WE ARE REALLY EXCITED ABOUT COMMUNITY BUILDING.

THE NEXT AREA THAT WE'LL TALK MORE ABOUT AS THE YEAR COME ALONG, EXCUSE ME, IS CELL PHONES.

WE ARE SO EXCITED THAT BCPS HAS TAKEN THE LEAD IN MOVING FORWARD WITH THE CELL PHONE POLICY TO ALL OF THE ANXIOUS PARENTS OUT THERE AND ANNOYED POLITICIANS WHO ARE TIRED OF HEARING ABOUT THIS.

LET ME ENCOURAGE YOU TO PLEASE READ THE BCPS POLICY.

YOU WILL FIND THAT IT'S BALANCED.

WE'VE TAKEN INTO CONSIDERATION AS MANY ASPECTS AS WE CAN, AND MORE AND MORE WE WILL GET TO A PLACE WHERE WE CAN MAKE SURE OUR STUDENTS ARE SAFE AND FOCUS ON ACADEMICS.

BIG TECH HAS MILLIONS OF DOLLARS AND THOUSANDS OF PEOPLE, SO WE CAN'T KEEP UP WITH THE TECHNOLOGY IN

IT IS VERY EXCITING TO HAVE STUDENTS BACK IN SCHOOLS THIS WEEK.

I HAVE ENJOYED GETTING TO VISIT SCHOOLS WITH DR. ROGERS, OTHER UNION LEADERS, BOARD OF EDUCATION MEMBERS, ELECTED OFFICIALS, AND OTHER SYSTEM LEADERS.

WHAT I HAVE SEEN IN THE SCHOOLS THAT WE HAVE BEEN TO IS STUDENTS WHO ARE EXCITED AND READY TO LEARN AND EDUCATORS WHO ARE READY TO RECEIVE THEM.

THE LESSONS THAT WERE CAREFULLY PREPARED FOR STUDENTS IN THE FIRST AND SECOND DAYS OF SCHOOL BROUGHT TOGETHER CURRICULAR CONTENT, SETTING OF EXPECTATIONS AND PURPOSE, ESTABLISHING ROUTINES AND CELEBRATING THE INDIVIDUALITY AND UNIQUENESS THAT EACH STUDENT BRINGS TO THE CLASSROOM.

IN ONE CLASSROOM, THE TEACHER WAS READING A BOOK ABOUT ELMER THE ELEPHANT AND FACILITATING A CONVERSATION WHERE THE STUDENTS WERE THINKING ABOUT HOW ELMER WAS FEELING AND MAKING PREDICTIONS ABOUT WHAT WOULD HAPPEN NEXT.

IT WAS REMARKABLE TO HEAR STUDENTS REFLECT ON HOW TEASING AND BULLYING CAN MAKE ONE FEEL AND WHY WE SHOULD VALUE THE THINGS THAT MAKE US DIFFERENT IN OTHER CLASSROOMS, STUDENTS WERE BEING GIVEN A VOICE TO HELP ESTABLISH CLASSROOM NORMS AND EXPECTATIONS.

BASED ON WHAT I OBSERVED IN THESE SPACES IN SCHOOLS WHERE THIS WAS TAKING PLACE, I WOULD PREDICT THAT STUDENTS ARE TREATED EQUITABLY.

TAMCO EMBRACES EQUITY AS ONE OF OUR VALUES IN CREATING AN EQUITABLE SPACE AMONG OTHER THINGS.

IT IS IMPORTANT THAT EVERYONE HAS AN OPPORTUNITY TO HAVE A VOICE IN DECISION MAKING, AND THAT WE ARE INCLUSIVE OF THE NEEDS OF THOSE IN THAT SPACE.

I HOPE THAT TABCO MEMBERS SEE THIS, ESPECIALLY THROUGH INVOLVEMENT IN OUR COMMITTEE WORK, WHICH I CONTINUE, WHICH I ENCOURAGE THEM TO TAKE PART IN.

IT WAS WONDERFUL TO SEE SO MANY EDUCATORS HELPING STUDENTS UNDERSTAND THROUGH VERY PURPOSEFUL PLANNING, THAT WE DO NOT ALL HAVE THE SAME NEEDS.

AND THAT RESPECTING AND APPRECIATING DIFFERENCE IS WHAT ALLOWS THE COMMUNITY TO WORK TOGETHER.

I HAVE THE HONOR OF SERVING AS THE NEW PUBLIC RELATIONS OFFICER, AS WELL AS THE NEW ELECTED NATIONAL HISTORIAN ON THE CONTINENTAL SOCIETIES.

ON A NATIONAL LEVEL, THE BOARD HAS FACED CHALLENGES, HIGHS, LOWS, LESSONS LEARNED, BUT WHAT CONTINUES TO UNIT UNITE US AS OUR CHILDREN? OUR COMMITMENT, OUR CONCERN.

THE BALTIMORE COUNTY CHAPTER OF CONTINENTALS HAS HIT THE GROUND RUNNING ON AUGUST 21ST, CAPTURING TWO EVENTS AT THE SAME TIME.

MEMBERS TEAM A SUPPORTED OVER 400 STUDENTS AND PARENTS AT ROSSVILLE ELEMENTARY, SNEAKER PEAK WHILE ON THE OTHER SIDE, BALTIMORE COUNTY, TEAM B, WE'RE SERVING MEMBERS OVER 500 STUDENTS AND PARENTS AT FEATHERED ELEMENTARY.

WE'RE NOT DONE YET.

NEXT UP IS VILLE AND PLEASANT PLAINS ELEMENTARY.

WE WERE CONTINUING TO UPLIFT STUDENTS AND FAMILIES AT THEIR BACK TO SCHOOL EVENT, BEARING A VARIETY OF SCHOOL SUPPLIES.

THERE'S NOTHING LIKE THE JOY AND EXCITEMENT OF A SCHOOL, OF A NEW SCHOOL YEAR.

THE HOPE IN OUR STUDENTS' EYES, THE DEDICATION OF OUR EDUCATORS AND THE EN ENERGY OF OUR FAMILIES.

TOGETHER WE TURN THAT EXCITEMENT INTO OPPORTUNITIES AND SUCCESS.

WE ALSO KNOW OUR STUDENT ATHLETES PLAY A VITAL ROLE IN THIS JOURNEY.

I AM THE CO-FOUNDER AND EXECUTIVE DIRECTOR OF BILINGUAL GLOBAL CITIZEN PUBLIC CHARTER SCHOOL AND, UH, SCHOOL THAT IS OPERATED BY THE PARTNERSHIP FOR INFINITE EDUCATION IN APRIL, 2024.

THIS BOARD UNANIMOUSLY APPROVED BILINGUAL GLOBAL CITIZEN PUBLIC CHARTER SCHOOL AND WAS A MOMENT FOR OF HOPE MEMBER OF JOY FOR THE EDUCATORS AND THE COMMUNITY WHO HAS BEEN WAITING FOR SUCH OPPORTUNITY.

AND FROM THE GET GO, ESPECIALLY IN JUNE, 2024, WE STARTED HAVING SOME CHALLENGES RECEIVING DOCUMENTATION FROM BALTIMORE COUNTY.

FOR INSTANCE, WHEN WE ARE APPLYING FOR OUR 2 MILLION GRANT, IT TOOK ABOUT A WEEK TO GET A, A NOTE CONFIRMING THAT WE, WE WERE APPROVED.

BUT HOPEFULLY, AND LUCKILY WE GOT THE 2 MILLION GRANTS.

UH, SINCE THEN, AT EVERY THIRD WE FACE OBSTACLES.

UH, WE NEGOTIATED THE LEASE AND WE HAVE AN EXCESSIVE RATE.

UH, WE MADE PROPOSAL THAT WERE REJECTED AND UH, WE WERE MADE PROMISE FOR DRAFT AGREEMENTS THAT NEVER ARRIVED.

AND BECAUSE OF ALL THAT DELAY, OUR 2 MILLION GRAND WAS SUSPENDED IN JULY, 2025.

AND ALSO, UH, THEY CHANCE TO EARN ANOTHER 650,000 VANISHED.

AND WE KNOW WHEN WE ARE LOSING MONEY, OUR STUDENTS ARE THE ONE LOSING MONEY.

UH, TODAY I'M HERE JUST TO ASK THE BOARD AND THE SCHOOL SUPERINTENDENT TO FINALIZE THE AGREEMENT, UH, THAT WE HAVE PROPOSED AND TO ALLOW US TO USE, UH, THE FORMER GOLDEN RE MIDDLE SCHOOL TEMPORARY BASED ON THE STRATEGIC PLAN THAT WE WE SUBMITTED.

UH, BECAUSE THAT SOLUTION IS A SHORT TERM, A TWO YEAR SOLUTION THAT IS GOING NOT ONLY ALLOW US TO SAVE A LOT OF MONEY TO THE SCHOOL, TO BILINGUAL GLOBAL CITIZEN, BUT ALSO TO THE DISTRICT, BUT ALSO GIVE US ENOUGH TIME TO FINALIZE OUR FINAL START.

UH, BECAUSE WE BELIEVE THAT, UH, WE HAVE TO PROVIDE THE STUDENTS AND THE FAMILY OF BALTIMORE COUNTY AN EDUCATION OF QUALITY, A RIGOROUS BILINGUAL PROGRAM THAT IS AT THE LEVEL OF THE QUALITY THAT WE KNOW ABOUT BALTIMORE COUNTY.

AND THAT'S WHY WHEN WE MET, UH, WITH, UH, THE LEADERS OF THE DISTRICT, WE MADE THAT SUGGESTION THAT WE ARE NOT ASKING FOR A FAVOR.

IT'S A STRATEGY PLAN.

BUT BEFORE I BEGIN, ALTHOUGH I'VE COME TO YOU PREVIOUSLY, I NEED TO CLARIFY SOME OF MY LONG CONNECTION TO THE COUNTY AND THE BOARD.

ALTHOUGH I DO NOT HOLD OFFICE, I WAS A KEY PERSON WORKING WITH SENATOR DELORES KELLY IN ESTABLISHING THE FOURTH COUNCILMAN DISTRICT.

AS FOR THE BOARD, I, COLONEL PENNINGTON AND THE NAACP INITIATED RECONSTRUCTION OF THE SCHOOL BOARD SELECTION PROCESS AND ARE RESPONSIBLE FOR THE CURRENT CONFIGURATION IN WHICH THE BOARD MEMBERS SIT TODAY.

I WAS ALSO DESIGNATED CHARGE OF CURRICULUM AND INSTRUCTION TO REFORM THE DEPARTMENT BEFORE I RETIRED IN 2010.

THEREFORE, TONIGHT I'M TAKING UPON A PERSONAL PRIVILEGE DUE TO THOSE ROLES I HAVE PLAYED AND BEYOND.

AND, UM, LOOKING AT THE OUTCOMES FIRST, ON BEHALF OF THE BALTIMORE COUNTY LEAGUE OF WOMEN VOTERS, UM, WHOM I REPRESENT, WE COMMEND THE BOARD AND THE SUPERINTENDENT ON EFFORTS TO REINSTALL CURSIVE INSTRUCTION AND ACADEMIC PROGRAMS IN THE SCHOOLS.

HOWEVER, IT SHOULD NOT BE PILOTED IN A LIMITED NUMBER OF SCHOOLS, BUT IMPLEMENTED IN ALL SCHOOLS IMMEDIATELY IN A RUSH TO APPEAR IN THE LEAD IN USING TECHNOLOGY TOOLS, THE SCHOOL SYSTEM AND CENTRAL OFFICE TURNED AWAY FROM CURSIVE.

REMOVING CURSIVE WAS REPREHENSIBLE AND PARTICULARLY DAMAGING TO AFRICAN AMERICAN POOR AND OTHER STUDENTS.

OVER THE YEARS, THOUSANDS OF CHILDREN HAVE BEEN HANDICAPPED ACADEMICALLY DUE TO DECISIONS MADE BY ADULTS WHO FRANKLY GOT TO WHERE THEY WERE BECAUSE OF THEIR HANDWRITING.

IN PART IN EDUCATION, HANDWRITING HAS BEEN AN ESSENTIAL COMPONENT FOR INSTRUCTION AND SHOULD BE TREATED AS A UNIVERSAL SKILL.

HANDWRITING IS JUST AS VITAL AS LITERACY.

IN FACT, IT IS AN UNDERPINNING COMPONENT OF LITERACY.

THERE ARE AGES WHEN IT SHOULD BE APPLIED.

WE HAVE IGNORED THAT.

AND OVER THE PAST DECADE OR SO, LIKE LEARNING THE BASICS OF ORAL LANGUAGE, THERE ARE TIMES IN THE DEVELOPMENT OF CHILDREN WHEN IT IS OPTIMUM.

IN ADDITION, THERE IS NO NEED TO PILOT A PROGRAM.

WHEN YOU ARE AT A CRITICAL JUNCTURE, YOU SHOULD APPLY THE REMEDY TO ALL STUDENTS.

I'M NOT SPEAKING TO YOU TONIGHT AS A CONCERNED CITIZEN, BUT AS SOMEONE WHO HELPED RUN CURRICULUM IN THIS SYSTEM AND CAN LET YOU KNOW THAT REMOVING HANDWRITING WAS A TRAVESTY.

IT'S MY PROFESSIONAL ADVICE THAT THE PROGRAM SHOULD BE IMPLEMENTED ACROSS ALL SCHOOLS.

THIS IS SIMPLE AND DO DOABLE.

IF YOU NEED ASSISTANCE, I CAN SHOW YOU HOW.

OH, IT MAY HAVE BEEN STILL THERE, SOME SAY, BUT IT WAS ALLOWED TO SIT UNUSED WITH MANY SCHOOLS.

24 STATES HAVE RETURNED TO CURSIVE SOME OVER A DECADE AGO.

A DECADE AGO.

SOME NEVER ABANDONED IT.

THE NAACP AT THE LOCAL STATE LEVEL, THE SCHOOL SYSTEM AS FAR BACK AS 2019 TO REINSTATE HANDWRITING, WE WILL BE APPROACHING THE LEGISLATURES AGAIN THIS YEAR.

AS FOR THE BOARD, ALTHOUGH YOU DID NOT BEGIN IT, YOU ARE NOW RESPONSIBLE FOR CORRECTING IT AND IT CAN BE DONE.

HOW WE CAN SERVE STUDENTS BETTER IS FOLLOWING FOUR BASIC TENETS, COLLABORATION, COMMUNICATION, COURTESY, AND FOLLOWING THE RULES.

TO GIVE YOU AN EXAMPLE, IF I WANNA SCHEDULE A MEETING, AN IEP MEETING FOR A STUDENT, I DO NOT TELL THE PARENT TOMORROW AT NINE 30 WE ARE GOING TO HOLD A MEETING.

I SEND THEM A LETTER STATING THAT IN 10 DAYS WE ARE GOING TO HOLD A MEETING.

AND IN FIVE DAYS I PROVIDE THAT PARENT.

FIVE DAYS PRIOR TO THE MEETING, I PROVIDE THAT PARENT WITH ALL DOCUMENTS THAT I AM GOING TO REVIEW.

A LOT OF THAT DIDN'T HAPPEN OVER THE SUMMER BECAUSE NO ONE WAS AVAILABLE.

NO MEETINGS AS FAR AS MY CLIENTS WERE CONCERNED HAPPENED IN THE MONTH OF JULY BECAUSE THERE WAS NO ONE AVAILABLE.

AND BECAUSE THERE WAS NO ONE AVAILABLE, THERE WAS NO COMMUNICATION.

THAT'S A PARAMOUNT TENANT COLLABORATION.

I WANNA TELL YOU THAT THAT PARTICULAR STUDENT NOW HAS BUS TRANSPORTATION, AN IEP THAT WORKS FOR HIM BECAUSE WE HAD A NEW IEP CHAIR WHO WANTED TO COLLABORATE AND DIDN'T KNOW ALL THE RULES HOW NOT TO START A SCHOOL YEAR.

YESTERDAY AT NINE 30, I ENTERED A THREE HOUR IEP MEETING.

I DREAD THAT, BUT WE GOT A LOT OF WORK DONE 'CAUSE OF COL.

UM, AND I THINK WE ARE AT A PLACE WHERE, UH, NOT KNOWING, NOT BEING CERTAIN ON WHAT CAPITAL FUNDING WILL LOOK LIKE FROM THE STATE AND THE COUNTY OVER THE NEXT COUPLE OF YEARS, IT'S GONNA BE DIFFICULT FOR US TO ANTICIPATE WHAT PROJECTS WE CAN COMPLETE OVER THE NEXT SEVERAL YEARS.

UM, AS WE ANSWERED IN THE QUESTIONS HERE, AND AS YOU SAW ON THE CAPITAL PRIORITY LIST, THERE WERE PROJECTS, UM, THAT WE HAD INCLUDED AT, AT LAST YEAR THAT WE SIMPLY COULD NOT INCLUDE BECAUSE THE DOLLARS ARE NOT THERE AT THIS, AT THIS PARTICULAR TIME.

UM, SO THEY CAN, THE PUBLIC CAN LOOK AT MY I PASS.

UM, I WOULD ALSO REFER TO THE, THE BOARD, UH, MEETING THAT YOU REFERRED TO.

THE QUALITY OF CTE INSTRUCTION IS AN EMPHASIS TO ENSURE EFFECTIVE TEACHING, LEARNING, AND PROGRAM QUALITY.

IN ADDITION TO OTHER BCPS PROGRAMS, OUR TEACHERS AND STUDENTS CONTINUE TO UNDERGO THE ACCREDITATION PROCESS AS REQUIRED TO PROVIDE CERTIFICATIONS AS WELL AS TO CONTINUE TO MAINTAIN OUR PROGRAM.

ADVISORY COUNCILS FOR ALL PROGRAMS, CTE CONTINUES TO REVIEW DEMOGRAPHIC DATA AND ANALYZE ROOT CAUSES FOR ENROLLMENT AND NON ENROLLMENT, AND WORK WITH SCHOOLS IN THE MAGNET OFFICE REGARDING PARTICIPATION AS REQUIRED BY FEDERAL PERKINS FUNDING AS WELL.

IN ADDITION TO CAREER EXPLORATION FOR ALL BLUEPRINT, ONCE STUDENTS HAVE ENROLLED IN OUR CTE PROGRAMS, WE CONTINUE TO PROVIDE INDUSTRY ACCESS VIA INTERNSHIPS AND PARTNERSHIPS, INCLUDING ONE OF OUR LATEST INTERNSHIPS WITH THE BALTIMORE COUNTY VOLUNTEER FIRE DEPARTMENT.

OUR STUDENTS WILL SOON BE TRAINING TO BECOME EMTS WITHIN BALTIMORE COUNTY.

MSD HAS ALSO ESTABLISHED THREE PATHWAYS TO PREPARE STUDENTS FOR SUCCESS AFTER GRADUATION, INCLUDING COMPLETING AN APPRENTICESHIP MEETING, CTE REQUIREMENTS AND ATTAINING AN INDUSTRY CERTIFICATION.

MSDE ALSO ESTABLISHED THE GOAL OF OF 45%, AS WE KNOW, IS THE BLUEPRINT GOAL FOR STUDENTS THAT MEET THE CRITERIA FOR ONE OF THE PATHWAYS BY 2031.

DATA FROM OUR GRADUATING STUDENTS FROM 24 25, WHAT YOU SEE HERE HAS BEEN ANALYZED.

THE ANNUAL INCREASE WAS CALCULATED TO BE 2% TO MEET THE 45 BENCHMARK BY 20 30, 31.

AS YOU SEE ON THE SLIDE, OUR STUDENTS ARE OBTAINING INDUSTRY RECOGNIZED CREDENTIALS, WE CALL THEM, UM, IRCS.

UM, ONE OF THE FIRST ONES THAT YOU SEE ON THE SCREEN THAT WE WOULD ALSO LIKE TO HIGHLIGHT IS OUR BASE CERTIFICATION.

LAST YEAR WE HAD OUR VERY FIRST STUDENT TO OBTAIN BASE CERTIFICATION, WHICH IS OUR BIO TECHNICIAN ASSISTANT CREDENTIAL EXAMINATION, WHICH IS USUALLY GIVEN IN COLLEGE OR GRADUATE SCHOOL, BUT WE HAD OUR FIRST BCPS STUDENT TO EARN THIS LAST SPRING.

CTE ALSO OFFERS TSAS, WHICH IS OUR TECHNICAL STUDENT ASER, UH, TECHNICAL SKILL ATTAINMENT CERTIFICATION THAT INDICATE TECHNICAL SKILLS IN ADDITION TO OUR IRCS.

SOME OF THESE EXAMPLES INCLUDE OSHA 10, WHICH IS OFFERED TO OUR CONSTRUCTION HEALTH PROFESSIONS AND FOOD PROGRAMS BECAUSE WE KNOW THAT THEY ARE NECESSARY FOR STUDENTS TO OBTAIN, UM, ADDITIONAL SKILLS AND PARTICIPATE IN WORK.

APPRENTICESHIPS, DENTAL CERTIFICATIONS AND INFECTION CONTROL AND RADIATION ARE ALSO REQUIRED BY OUR DENTAL STAFF.

WE, UH, MAKE SURE THAT OUR STUDENTS EARN THESE THINGS TO IMPROVE THEIR ACCESSIBILITY TO THE WORKFORCE.

OUR REMOTE PILOT LICENSE AND PRIVATE PILOT EXAMS ARE A PARTNERSHIP BETWEEN BCPS AND CCBC.

IT IS THE OFFICIAL CERTIFICATION OF OUR AVIATION PROGRAMS AT KENWOOD AND HARFORD HIGH SCHOOL.

WE ALSO HAVE AUTODESK CERTIFICATIONS, WHICH ARE AVAILABLE TO OUR ENGINEERING AND ARCHITECTURE STUDENTS.

WE HAVE TWO THAT ARE FROM PATAPSCO HIGH SCHOOL AND ONE THAT IS FROM WOODLAWN HIGH SCHOOL YOUTH APPRENTICE PROGRAM IS BASICALLY TO TAKE HIGH SCHOOLERS IN THEIR JUNIOR AND SENIOR YEAR AND GET THEM INTO THE TRADE SPACE, UM, INTO THE COMPANY, START LEARNING ABOUT THE EMPLOYMENT.

AND THEN THE GOAL IS ONCE THEY FINISH WITH THE YOUTH APPRENTICESHIP, THEY CAN ROLL RIGHT INTO A FULL-TIME APPRENTICESHIP.

THEY'RE GETTING A TASTE OF WHAT THE INNER WORKINGS OF THE OFFICE IS GONNA BE, BUT REALLY A LOT OF IT'S HAPPENING IN THE TRAINING ROOM WHERE THEY'RE BEGINNING TO GET A LOT OF THE INTRODUCTORY TRAININGS FOR HVAC OR ELECTRICAL, UM, THEIR RESPECTIVE CAREERS.

I ATTEND WOODLAWN HIGH SCHOOL.

IT'S IN WOODLAWN, MARYLAND.

I'M A RISING SENIOR.

SO FROM LAST YEAR DURING THE YOUTH ENERGY SUMMIT INAUGURAL YEAR, THERE WAS A LEADERSHIP PANEL.

SO ONE ADVICE I REMEMBER FROM JUDY RADER WAS TO CREATE A LINKEDIN ACCOUNT AND CONNECT WITH CONSTELLATION PEOPLE.

SO AFTER DINNER WE WENT HOME, EVERYBODY CREATED A LINKEDIN ACCOUNT, WE CONNECTED WITH CONSTELLATION PEOPLE.

AND THIS SUMMER I REACHED OUT TO LUKE HANCOCK TO ASK FOR OPPORTUNITIES IN ELECTRICAL APPRENTICESHIP.

HE CONNECTED ME WITH CONSTELLATION HOME, WHICH HELPED ME SECURE THIS INTERNSHIP THIS SUMMER FOR ELECTRICAL APPRENTICE.

SO MY ROLE AS AN ELECTRICAL APPRENTICE AT CONSTELLATION HOME

INVOLVES DIFFERENT THINGS.

SO SOMETIMES I'M IN THE OFFICE WORKING ON EV CHARGER, CALLING CUSTOMERS, REQUESTING INFORMATION, AND SOMETIMES I'M OUT WITH JASON ON THE FIELD AS A SERVICE TECH, HELP HER TO LEARN WHAT IT ACTUALLY LOOKS LIKE IN THE FIELD.

I WOULD DEFINITELY ENCOURAGE OTHER HIGH SCHOOL STUDENTS TO GO TO YOUTH ENERGY SUMMIT OR WORK WITH CONSTELLATION.

'CAUSE CONSTELLATION PROVIDES YOU DIFFERENT OPPORTUNITIES OF GROWTH.

IT'S SO IMPORTANT THAT WE DO EVERYTHING WE CAN TO HELP BUILD THE TRADES BACK.

AND THIS YOUTH APPRENTICESHIP IS A HUGE STEP IN GETTING THE TRADES BACK INTO THE SCHOOLS AND GIVING ACCESS TO PEOPLE WHERE MAYBE COLLEGE ISN'T NECESSARILY THE PATH THEY WANNA TAKE.

THIS GIVES THEM THAT HEADSTART JUST LIKE EVERYONE ELSE WOULD HAVE GOING TO COLLEGE TO ALLOW THEM TO MOVE INTO A CAREER ONCE THEY GET OUT.

SO LAST YEAR WE HAD 1,508 STUDENTS PARTICIPATE IN INTERNSHIP.

75 PARTICIPATE IN APPRENTICESHIPS.

THOSE ARE YOUTH APPRENTICESHIPS AND THAT ENCOMPASSES ALL OF OUR WORK-BASED LEARNING INTERNSHIPS, UM, ALLOW FOR EXPLORATION, BUT THEY ALSO INCLUDE APPLICATIONS OF SKILLS THAT STUDENTS LEARN IN CTE PROGRAMS. THEY CAN ALSO BE ELECTIVES TO ALLOW STUDENTS TO GIVE SOMETHING A TRY BEFORE THEY SPEND TIME AND MONEY PURSUING IT AFTER THEY LEAVE HIGH SCHOOL.

APPRENTICESHIPS ARE MORE FOCUSED AND THEY INCLUDE THE COMPLETION OF RELATED INSTRUCTION THAT'S REQUIRED BY THE EMPLOYER.

AND AT LEAST 450 HOURS OF WORK-BASED LEARNING PAID AT AT LEAST MINIMUM WAGE UNDER THE MENTORSHIP OF A DEPARTMENT OF LABOR APPROVED MENTOR.

SO THERE'S THE EXTRA LAYER OF HAVING THAT DEPARTMENT OF LABOR APPROVAL WHEN WE'RE LOOKING AT YOUTH APPRENTICESHIPS.

YOUTH APPRENTICESHIPS ARE AVAILABLE FOR YOUTH BEGINNING AT AGE 16.

AND AS THE VIDEO MENTIONED, THEY OFTEN PROVIDE ADVANCED STANDING FOR STUDENTS WHO COMPLETE A YOUTH APPRENTICESHIP SO THAT WHEN THEY ENTER AN ADULT APPRENTICESHIP, UM, THEY HAVE FINISHED BASICALLY THE FIRST YEAR OF THAT ADULT APPRENTICESHIP WHILE THEY ARE IN HIGH SCHOOL, PROVIDING THEM A PATH TO EMPLOYMENT AFTER GRADUATION.

THE TRADITIONAL TRADES AND THE NON-TRADITIONAL TRADES ARE REPRESENTED IN APPRENTICESHIP NOW.

AS WE'VE EXPANDED THE DEFINITION OF APPRENTICESHIPS AND OPPORTUNITIES AVAILABLE THROUGH THE DEPARTMENT OF LABOR, WE'RE NOW ABLE TO APPRENTICE STUDENTS IN ACCOUNTING AND MARKETING AND COUNSELING AND OTHER AREAS BEYOND THE TRADITIONAL TRAITS.

SO WE'VE BEEN WORKING TO OPEN UP THOSE OPPORTUNITIES FOR STUDENTS THIS PAST YEAR.

BCPS HOSTED 31 YOUTH APPRENTICES DURING THE SCHOOL YEAR, AND THEY APPRENTICED IN AREAS INCLUDING, UM, TEACHING, TRANSPORTATION, IT AND COMMUNICATIONS.

WE HAD STUDENTS, UM, WORK IN APPRENTICESHIPS OVER THE SUMMER IN BCPS, INCLUDING FOOD SERVICES, ACCOUNTING, COMMUNICATIONS, AND IN ACADEMICS.

AND THIS SUMMER WE EXPANDED OUR APPRENTICESHIP OFFERINGS TO SUPPORT APPRENTICESHIPS FOR, UM, MCKINNEY-VENTO STUDENTS.

WE HAD 10 MCKINNEY-VENTO STUDENTS, UM, PARTICIPATE IN APPRENTICESHIPS THIS SUMMER.

AND WE HAVE THREE OF THEM WHO ARE CONTINUING DURING THIS UPCOMING SCHOOL YEAR.

THE LARGEST YOUTH APPRENTICESHIP PROVIDER IN MARYLAND IS NSA.

AND LAST YEAR BCPS HAD SEVEN STUDENTS WHO APPRENTICED AT NSA.

WE ALSO HAD THE NSA APPRENTICE OF THE YEAR FOR THE WHOLE COUNTRY.

AND, UM, HE IS CONTINUING IN EMPLOYMENT THROUGH COLLEGE AND BEYOND WITH NSA.

UM, WE'RE CURRENTLY WAITING FOR OUR NUMBERS TO COME IN FOR HOW MANY WE WILL HAVE THIS COMING YEAR.

I KNOW OF AT LEAST SIX AT THIS TIME, BUT WE'RE STILL GETTING SETTLED INTO THE NEW YEAR.

WE'RE WORKING TO EXPAND OFFERINGS WITH CURRENT EMPLOYERS AND WE'RE ADDING NEW EMPLOYERS.

FOR EXAMPLE, WE HAD FOUR APPRENTICES LAST YEAR IN A MEDICAL FIELD AT NORTHWEST HOSPITAL.

THIS YEAR, WE'RE EXPECTING TO HAVE SIX.

BUT WE'RE ALSO WORKING WITH NORTHWEST HOSPITAL TO EXPAND THEIR OFFERINGS TO INCLUDE FACILITIES.

AND SO THAT, UM, STUDENTS CAN SEE THERE ARE JOBS IN A HOSPITAL OTHER THAN IN THE MEDICAL FIELD.

AND THEY, WE CONTINUE TO WORK WITH THE MARYLAND DEPARTMENT OF LABOR TO EXPAND THE NUMBER OF PARTICIPATING BUSINESSES WHO WILL PROVIDE WORK-BASED LEARNING FOR STUDENTS, MAINLY IN APPRENTICESHIPS, BUT ALSO THROUGH INTERNSHIPS.

AND IT'S IMPORTANT TO NOTE THAT ECONOMIC CONDITIONS INFLUENCE BUSINESS PARTICIPATION IN APPRENTICESHIP PROGRAMS. SO OUR NEXT SLIDE INTRODUCES CAREER NAVIGATION, AND THIS IS OUR, UM, DATA ON THE LAST YEAR OF CAREER NAVIGATION.

THEY WERE BASED IN HIGH SCHOOL LAST YEAR.

OUR FOCUS WAS GETTING THE PROGRAM OFF THE GROUND IN THE HIGH SCHOOL LAST YEAR.

THEY DID CONNECT WITH MIDDLE SCHOOLS LAST YEAR, BUT WE'RE WORKING TO EXPAND THAT MIDDLE SCHOOL, UM, CONNECTION AS WE MOVE INTO THE NEW YEAR.

OUR NAVIGATORS WORK WITH COMMUNITY SCHOOL FACILITATORS, TRANSITION FACILITATORS, SCHOOL COUNSELORS, BALTIMORE COUNTY GOVERNMENT, AND WITH CCBC.

AND THROUGH THIS WORK, THE DATA HERE SHOWS HOW NA NAVIGATORS WORK TO FACILITATE CAREER DEVELOPMENT EXPERIENCES FOR ALL HIGH SCHOOL STUDENTS.

STUDENTS PARTICIPATED IN CAREER ASSESSMENTS, FIELD TRIPS, GUEST SPEAKERS, JOB SHADOWING, MENTORING, NETWORKING, AND CAREER PREPARATION ACTIVITIES, INCLUDING RESUME AND INTERVIEW PREPARATION.

THE NUMBERS HERE REPRESENT THE NUMBER OF EXPERIENCES RELATED TO CAREER DEVELOPMENT IN HIGH SCHOOLS FOR STUDENTS.

WHILE THE HIGH SCHOOL, AGAIN, WAS THE FOCUS OF OUR FIRST YEAR, WE'RE LOOKING TO EXPAND INTO MIDDLE SCHOOL AS REQUIRED BY BLUEPRINT IN YEAR TWO.

SO THE NEXT SLIDE SHOWS, UM, THE WORK THAT THE NAVIGATORS DID WITH POST-GRADUATION PLANNING FOR STUDENTS.

SO THEY WORK TO PROVIDE CAREER DEVELOPMENT EXPERIENCES TO HELP STUDENTS SET THOSE GOALS FOR AFTER THEY LEAVE US.

AND THE GOAL IS FOR ALL STUDENTS TO HAVE A REALISTIC PLAN ALIGNED TO THEIR INTERESTS, THEIR VALUES, AND THEIR GOALS.

THE GOAL IS FOR STUDENTS TO KNOW WHO THEY ARE, WHAT IS OUT THERE THAT WOULD BE A GOOD FIT FOR THEM, AND THE PATHWAY TO GET TO THEIR GOALS.

SO THE GRAPH SHOWS THE POST-GRADUATION PLANNING FOR HIGH SCHOOL STUDENTS AND THE CAREER NAVIGATION WAS USED TO HELP THEM INFORM THESE DECISIONS.

SO CAREER NAVIGATION IS A PARTNERSHIP.

WE ARE BREAKING DOWN SILOS AND WORKING ACROSS AGENCIES AND ACROSS SUBJECT AREAS TO IMPLEMENT, UM, LANGUAGE OF CAREER DEVELOPMENT ACROSS THE, UM, ACROSS SCHOOL COMMUNITIES.

WE ALSO USE CCBC FOR RELATED INSTRUCTION TO HELP PREPARE STUDENTS FOR APPRENTICESHIPS.

WE HAVE A STRONG RELATIONSHIP WITH JUNIOR ACHIEVEMENT.

THEY PARTNER WITH US TO PROVIDE CAREER CONNECTED EXPERIENCES FOR STUDENTS IN GRADES FOUR TO 12, INCLUDING BIZTOWN FINANCE PARK, JA INSPIRE JOB SHADOWS AND INTERNSHIPS.

OUR NAVIGATORS WORK WITH COMMUNITY SCHOOL FACILITATORS, UM, TRANSITION FACILITATORS, CAREER AND COLLEGE COUNSELORS.

BALTIMORE COUNTY GOVERNMENT AND THE BALTIMORE COUNTY GOVERNMENT OFFICE OF WORKFORCE DEVELOPMENT RELATIONSHIP CONTINUES TO GROW AS THEY PARTNER WITH US, AGAIN, WORKING TO BUILD OUT THE PROGRAMS AND INCREASE WORK-BASED LEARNING AND EXPERIENTIAL OPPORTUNITIES FOR ALL STUDENTS.

SO AS YOU SEE, CTE AND CAREER CONNECTED LEARNING ARE A PARTNERSHIP AS A STATE, AS A LOCAL EDUCATION AGENCY.

MCKINNEY-VENTO COMES WITH WRAPAROUND SERVICES, SO IT DOESN'T ACTUALLY AFFECT OUR CTE BUDGET, BUT WE ARE HAPPY TO PROVIDE THE OPPORTUNITY FOR THOSE STUDENTS VIA THE, UM, MCKINNEY BENTO STATUS AND THE WRAPAROUND SERVICES PROVIDED TO THOSE STUDENTS.

SO THROUGH THE TITLE ONE SUPPORTS, WE WERE ABLE TO PROVIDE LUNCH TO THOSE STUDENTS WHILE THEY WERE WORKING.

THEY WERE ALSO PROVIDED WITH PATIENT TO AND FROM THEIR INTERNSHIPS.

AND THAT WILL CONTINUE, UM, INTO THE SCHOOL YEAR FOR THOSE WHO ARE CONTINUING.

UM, WE ALSO PROVIDED THEM WITH EXPERIENCES WITHIN BCPS, AND WE TOOK STUDENTS INTO THE PROGRAM WHO WERE, UM, SUMMER AFTER 10TH GRADE AND 11TH GRADE, SO THAT, UM, THEY CAN CONTINUE EITHER THROUGH THEIR SENIOR YEAR, THE STUDENTS WHO ARE RISING, SENIORS ARE CONTINUING, BUT ARE, UM, RISING 11TH GRADERS AND CAN CONTINUE NEXT SUMMER AND CONTINUE THAT WORK EXPERIENCE AND THEN CONTINUE ON THROUGH THEIR SENIOR YEAR.

AND THIS COUNTS AS A YOUTH APPRENTICESHIP IN, IN BCPS, BECAUSE BCPS IS A REGISTERED APPRENTICESHIP PROVIDER FOR YOUTH.

SO THE STUDENTS ARE OBTAINING WORK EXPERIENCE, THEY'RE OBTAINING THOSE TRANSFERABLE SKILLS.

BUT WE LOOKED AT DIFFERENT OFFICES AND WE TRIED TO ALIGN, UM, STUDENT PLACEMENTS WITH STUDENT INTERESTS.

WE ALSO HAD TO LOOK AT WHAT WAS AVAILABLE FOR THEM TO DO IN THE SUMMER AND WHERE BCPS NEEDED A LITTLE BIT SUPPORT TOO.

SO STUDENTS WERE HELPING WITH, UM, FOOD NUTRITION SERVICES AND PACKING, UM, LUNCHES TO BE SENT OUT.

AND, UM, THEY WERE IN THE OFFICE OF ACCOUNTING.

THEY WERE IN THE OFFICE IN CURRICULUM INSTRUCTION.

AND, UM, SO THEY GOT TO SEE DIFFERENT SIDES OF THE BUSINESS SIDE OF BCPS AND PARTICIPATE AND DEVELOP THOSE TRANSFERABLE SKILLS THAT THEY'LL BE ABLE TO TAKE WITH THEM, UM, WHEREVER THEY GO FROM HERE AS FAR AS THEIR CAREER PATHWAYS.

UH, AS YOU KNOW, OUR PRACTICES TO TYPICALLY BENCHMARK AGAINST THE STATE, UH, THE STATE HAS A LITTLE MORE THAN 50% OF STUDENTS ACHIEVING PROFICIENCY IN ELA.

AND WITH OUR GROWTH IN ACHIEVEMENT IN ELA, WE ARE APPROACHING THE STATE AVERAGE MATHEMATICS IS 26.5% OF STUDENTS ACROSS THE STATE OF MARYLAND THAT ARE PROFICIENT.

WE ARE ALMOST AT 21% IN BALTIMORE COUNTY PUBLIC SCHOOLS.

UM, YOU'LL NOTE ON THE, UH, GREEN AND BLUE TABLE THAT 14 OUT OF 16 ASSESSMENTS OUR STUDENTS SHOW GROWTH.

AND WHEN YOU LOOK AT THE GROWTH, UM, YOU'LL NOTE THAT THE MAJORITY OF THOSE INDICATORS ARE A SIGNIFICANT GROWTH THAT WE HAVE NOT SEEN, UH, SINCE 2019, WHICH IS WHEN MCAP CAME TO BE AN ASSESSMENT IN BALTIMORE COUNTY PUBLIC SCHOOLS.

ADDITIONALLY, OUR RATE OF GROWTH IN ELA IS OVER 3%.

THAT IS HIGHER THAN THE RATE OF GROWTH IN THE ENTIRE STATE OF MARYLAND.

THAT'S 2.4%.

80 OF OUR 174 SCHOOLS INCREASE THEIR PROFICIENCY RATES, NOT ONLY IN ELA, BUT ALSO IN MATHEMATICS, SHOWING THAT COHESION ACROSS THE SCHOOL BUILDING WHERE ALL TEACHERS ARE WORKING TO THE BETTERMENT OF STUDENTS.

UM, ALGEBRA ONE AND MIDDLE SCHOOL MATH ARE STILL AREAS IN NEED OF IMPROVEMENT.

UM, AS WE'VE SPOKEN ABOUT PREVIOUSLY, MATHEMATICS IS AN AREA OF, UH, CONCERN IN THE STATE.

UM, YOU KNOW, AS, UH, DR. WRIGHT SPEAKS TO, UH, STUDENTS NOT BOUNCING BACK FROM COVID AT THE RATE, UH, IN MATHEMATICS, AT THE RATE THAT THEY'RE BOUNCING BACK IN, UM, LITERACY, WE SEE THE SAME THING HAPPENING IN BALTIMORE COUNTY PUBLIC SCHOOLS.

AND SO WE ARE MAKING A CONCERTED EFFORT, UH, TO ADDRESS THE, UH, UH, AREAS OF CONCERN THAT WE SEE IN ALGEBRA AND MIDDLE SCHOOL MATH IN PARTICULAR, EVEN THOUGH THERE WAS, UH, SOME IMPROVEMENT IN GRADE SEVEN MATH.

IF WE DISAGGREGATE THE DATA AND WE TAKE A LOOK AT LITERACY, AS I NOTED, 45% OF OUR STUDENTS ARE PROFICIENT.

THIS IS AN INCREASE OF MORE THAN 3% ACROSS TEAM BCPS DISAGGREGATED DATA FOR ALL STUDENT GROUPS.

YOU SEE ON THIS SLIDE, UM, OUT OF 10 STUDENT GROUPS, NINE OF THEM DEMONSTRATED INCREASED PROFICIENCY IN ELA, UH, WITH SOME SIGNIFICANT NUMBERS THAT WE WANT TO, UM, CALL OUT, UH, PARTICULARLY, PARTICULARLY 3%, 3.3% FOR OUR BLACK AFRICAN-AMERICAN STUDENTS.

UH, MORE THAN 5% FOR OUR NATIVE HAWAIIAN PACIFIC ISLANDERS.

RACIST STUDENTS, ALMOST 4% AT 3.9 ARE WHITE STUDENTS, 4.2% OUR ECONOMICALLY DISADVANTAGED STUDENTS, UM, WHICH ENCOMPASS, UH, DIFFERENT ETHNICITIES, UH, MORE THAN 8% GROWTH FOR THOSE STUDENTS.

AND WE ALSO SEE GROWTH FOR OUR MULTILINGUAL LEARNERS AND SPECIAL EDUCATION, UH, STUDENTS.

AS A REMINDER, WE SHARED THIS LAST YEAR, OUR INTERNAL TARGET FOR GROWTH IN ELA IS AN INCREASE OF 3% PER YEAR.

IF WE LOOK AT MATHEMATICS, UH, THERE WAS AN IMPROVEMENT FROM 20 23, 24 TO 20 24, 25.

UH, AND WHILE WE, UH, CERTAINLY ARE GRATEFUL FOR THE IMPROVEMENT, WE ALSO KNOW THAT THERE IS A LOT MORE WORK TO BE DONE SPECIFICALLY IN MATH.

UM, WE ARE PROUD OF THE FACT THAT NINE OUT OF 10 STUDENT GROUPS ARE DEMONSTRATING, UH, INCREASED PROFICIENCY, BUT THE LEVEL IS NOT, UM, AT THE SAME LEVEL WITH LITERACY, OUR BLACK AFRICAN AMERICAN STUDENTS, 1.7% INCREASE TWO OR MORE RACES, 1.9% INCREASE WHITE STUDENTS 1.8% INCREASE.

AND SO THE GAP BETWEEN THOSE THREE GROUPS, UM, IS NOT, UH, SPECIFIC, IS NOT PARTICULARLY LARGE.

YOU SEE THAT, UH, GAP CLOSING IN TERMS OF GROWTH.

UM, ECONOMICALLY DISADVANTAGED STUDENTS, ALMOST 5%, 4.7%.

UM, AND AGAIN, A REMINDER FOR MATH, UH, INTERNALLY, WE WANT TO GROW AT 2% ANNUALLY.

UM, IT'S ALSO IMPORTANT TO NOTE THAT AT THE STATE OF MARYLAND, THEY'VE BEEN WORKING.

THIS IS THE SECOND YEAR WHEN THE STATE BOARD HAS PUT TOGETHER A GROUP, UH, FROM ALL 24 DISTRICTS TO PROVIDE FEEDBACK, UH, INCLUDING PEOPLE OF DIFFERENT ROLES TO LOOK AT THE ASSESSMENT PROGRAM.

UM, AS I INDICATED PREVIOUSLY, WE ARE AT THE 26 PERCENTILE ACROSS THE STATE OF MARYLAND FOR MATHEMATICS AND THE 50TH PERCENTILE FOR ENGLISH LANGUAGE ARTS.

AND SO, DR. WRIGHT HAS CHARGED THE TEAM WITH LOOKING AT THE ASSESSMENTS AND ENSURING THAT THE ASSESSMENTS ARE ALIGNED TO THE STANDARDS AND THAT THEY ARE ACTUAL MARKERS OF STUDENT PROFICIENCY.

WE ALSO WANT TO LOOK AT, UH, BY GRADE BAND WHAT THE CHANGES HAVE BEEN OVER THIS ONE YEAR.

AND THE LAST SLIDE, BEFORE I TURN IT OVER TO THE GROUP, WILL BE WHAT WE ATTRIBUTE, UM, THESE CHANGES TO IN LITERACY, 70 ELEMENTARY SCHOOLS, 25 MIDDLE SCHOOLS, AND 17 HIGH SCHOOLS DEMONSTRATED INCREASED PROFICIENCY.

WHEN WE LOOK AT MATHEMATICS, ALTHOUGH WE ARE NOWHERE NEAR WHERE WE WANNA BE, UH, 74 ELEMENTARY SCHOOLS, 20 MIDDLE SCHOOLS, AND 10 HIGH SCHOOLS DEMONSTRATED INCREASED PROFICIENCY.

AND SO THE TEAM IS GOING TO TALK TO YOU IN DETAIL ABOUT THE PROFESSIONAL DEVELOPMENT PLAN.

UH, WHAT'S IMPORTANT TO NOTE IS WHAT IS NEW TO BCPS SINCE 2023, UH, WE HAVE BEEN TALKING SPECIFICALLY ABOUT WHAT IT TAKES FOR SYSTEMIC AND SYSTEMATIC SCHOOL SYSTEM IMPROVEMENT.

AND WE TALK ABOUT THREE DIFFERENT PRONGS.

UH, THE FIRST ONE BEING ACCESS TO HIGH QUALITY INSTRUCTIONAL MATERIALS.

SINCE 2023, WITH THE SUPPORT OF THIS BOARD, UH, WE HAVE BEEN ABLE TO IMPLEMENT EVIDENCE-BASED CURRICULUM THAT IS ALIGNED TO MARYLAND STANDARDS.

UM, MAKING SURE THAT FOR THE FIRST TIME IN, UH, ELEMENTARY AND SECONDARY, THAT WE ARE TEACHING IN EARNEST THE SCIENCE OF READING.

AND WE HAVE A NEW CURRICULUM, UH, THAT THIS WAS THE FIRST YEAR THAT JUST PASSED IN ELD, WE ARE IMPLEMENTING WITH FIDELITY.

AND WE HAVE PROCESSES IN PLACE TO MAKE SURE THAT OUR RESOURCES ARE CLOSER TO SCHOOLS.

60 TO 80% OF CENTRAL OFFICE TIME IS SPENT DIRECTLY IN SCHOOL, IN CLASSES, AND WE MONITOR THAT.

UM, OUR NEXT PRONG IS THE PROFESSIONAL DEVELOPMENT, MAKING SURE THAT OUR STAFF MEMBERS HAVE ACCESS TO PROFESSIONAL DEVELOPMENT SO THAT THEY CAN DELIVER THEIR BEST WORK.

AND SO OUR PROFESSIONAL DEVELOPMENT HAS BEEN FOCUSED NOT ONLY ON CONTENT, WHICH WE HAD SOME OF THAT, UM, OCCURRING BEFORE, BUT ALSO PEDAGOGY.

WHAT DOES IT MEAN TO BE A GOOD TEACHER? WHEN WE TALK ABOUT HIGH QUALITY TEACHING, WHEN WE TALK ABOUT HIGH EXPECTATIONS, MAKING SURE THAT WE ALL ARE SPEAKING THE SAME LANGUAGE, AND WE'RE TEACHING ALL TEACHERS, WHETHER THEY ARE NOVICE OR THEY ARE VETERAN TEACHERS, UH, WHAT THAT LOOKS LIKE IN A CLASSROOM.

UM, WE HAVE HAD SUMMER TRAINING FOR LEADERS.

THIS SUMMER WAS THE SECOND TIME, UM, WHERE WE HAD, UH, MORE THAN 5,000, UH, LEADERS, TEACHERS.

I THINK THE NUMBER IS EVEN HIGHER THAN THAT.

I'M UNDERESTIMATING, I'M GETTING THE LOOK.

I THINK SIX OR 7,000.

UH, THEY WILL GIVE YOU THE EXACT NUMBER, UH, TRAINING FOR LEADERS, STAFF, TEACHERS, AND PARAPROFESSIONALS THAT CAME IN

OVER THE SUMMER FOCUSED ON BOTH CONTENT AND PEDAGOGY, MEANING THAT THEY WERE THAT MUCH MORE PREPARED FOR STUDENTS WHEN THEY SHOWED UP YESTERDAY.

MANDATORY NEW EDUCATOR ORIENTATION, UH, WHERE WE HAD OVER 400 AND, UH, I THINK 50 TEACHERS THIS SUMMER, AND MORE THAN 600, UH, TEACHERS LAST SUMMER AND NEW PRINCIPALS ACADEMY.

AND, UM, MAKING SURE THAT IN OUR SCHOOLS, ALL OF OUR, UH, STAFF HAVE A ACCESS TO JOB EMBEDDED COACHING, WHETHER IT'S THROUGH STAFF DEVELOPMENT TEACHERS OR EDUCATOR RETENTION TEACHERS THAT ARE NEW FOR THIS YEAR, UM, THAT IS HAPPENING ACROSS OUR SCHOOLS SO THAT THERE'S REAL TIME SUPPORT FOR OUR TEACHERS IN THE CLASSROOM.

AND LASTLY, PLCS.

UH, LAST YEAR WE STARTED PHASE ONE IMPLEMENTATION REALLY ARE REBOOT ON PROFESSIONAL LEARNING COMMUNITIES.

AND THAT'S REALLY ABOUT RAPID CYCLES OF IMPROVEMENT, WHERE PEOPLE ARE LOOKING AT HOW STUDENTS ARE PERFORMING IN THE MOMENT.

UM, WHERE ARE THOSE GAPS IN MAKING PLANS TO GO BACK INTO THE CLASSROOM, UH, TO PROVIDE THAT SUPPORT THAT IS NEEDED JUST IN TIME FOR OUR STUDENTS, SO THAT BY THE TIME THEY GET TO THE SUMMATIVE ASSESSMENT, PARTICULARLY EXTERNAL SUMMATIVE ASSESSMENTS, YOU CAN SEE, UM, THAT STUDENTS ARE RECEIVING THE SUPPORT THAT THEY NEED IN REAL TIME.

AND SO THIS SLIDE, UH, SIMPLY DEPICTS SOME OF THE NEW INITIATIVES THAT WE HAVE, UH, INVESTED IN AS A SCHOOL SYSTEM, UH, THAT WE BELIEVE ARE DIRECTLY ALIGNED TO THE RESULTS THAT WE ARE SEEING IN OUR STUDENTS.

UM, WE ARE, WE HAVE, UH, SHARED BEFORE THAT, UH, BCPS PREVIOUSLY HAS EXPERIENCED MORE THAN 10 YEARS OF ACADEMIC DECLINE.

IT'S GOING TO TAKE MORE THAN TWO YEARS TO GET TO EXCEED THE STATE STANDARDS.

BUT THE FIRST STEP IS TO STOP DECLINING, WHICH IT APPEARS FOR TWO YEARS IN A ROW, WE HAVE STOPPED DECLINING.

UM, THEN WE NEED TO CATCH UP TO THE STATE AVERAGE.

THOSE ARE OUR NEXT STEPS.

THEN WE WANT TO EXCEED THE STATE AVERAGE.

AND SO WE'RE VERY PROUD OF THE WORK THAT'S HAPPENING IN OUR SCHOOLS.

UH, OVER THE LAST TWO DAYS, UH, MANY OF YOU HAVE HAD THE OPPORTUNITY TO JOIN.

WE HAVE, UH, BEEN TO 12 SCHOOLS.

WE ARE VERY EXCITED ABOUT WHAT WE'RE SEEING IN THE CLASSROOMS. UM, TEACHERS, STUDENTS ARE ENGAGING.

THEY'RE, UH, STEPPING RIGHT INTO THE CURRICULUM.

THEY'RE IMPLEMENTING THE CURRICULUM WITH FIDELITY ON DAY ONE AND DAY TWO.

AND WE BELIEVE IT IS THAT CONSISTENCY IN THAT INVESTMENT AND WHAT IS BEST FOR STUDENTS THAT IS GOING TO MAKE A DIFFERENCE IN OUR OUTCOMES FOR OUR STUDENTS.

SO AT THIS POINT, I'M GONNA TURN IT OVER, UH, TO OUR TEAM TO TALK ABOUT THE PROFESSIONAL DEVELOPMENT FOR THE YEAR.

UH, FIRST, WHAT DO WE BELIEVE? WHERE HAVE WE BEEN AND WHERE ARE WE GOING? AND AT THAT, I'M GONNA TURN IT OVER TO DR.

SO WE'VE GOT 15,000 EMPLOYEES, UM, IN BALTIMORE COUNTY.

SO THAT'S A SIGNIFICANT AMOUNT OF LEARNER VARIABILITY FOR OUR ADULTS.

AND, UM, THAT MIGHT SEEM REALLY DAUNTING, BUT WE DO HAVE AN ADVANTAGE THAT WE'VE LEARNED, AND THAT'S THAT MOST PEOPLE REALLY DO WANNA LEARN.

AND, UM, WHEN OUR ADULTS AREN'T LEARNING THERE'S, OR WHEN THEY FAIL TO LEARN, THERE'S PROBABLY SOMETHING THAT'S GETTING IN THE WAY.

AND THAT'S ON US TO FIGURE OUT WHAT THOSE BARRIERS ARE AND BUILD THOSE PROGRAMS, UM, THAT REALLY MEET THE VAST NEEDS ACROSS THE SYSTEM.

WE'RE TALKING ABOUT FIVE DIFFERENT UNIONS PLUS STAFF THAT ARE UNREPRESENTED.

UM, SO, YOU KNOW, SOMETIMES THE BARRIERS THAT A PROGRAM DOESN'T EXIST FOR A GROUP.

SO WE BUILD THE PROGRAM.

SOMETIMES A BARRIER IS THAT SOMEONE'S BEEN PROMOTED BECAUSE THEY'RE GREAT AT THEIR JOB, BUT THEY HAVEN'T HAD, UM, ANY LEADERSHIP OPPORTUNITIES.

SO WE ARE VERY FOCUSED ON FIGURING OUT WHAT THAT BARRIER IS, AND THEN TRYING TO BUILD AROUND IT.

AND SOMETHING THAT WE'RE VERY EXCITED ABOUT IS, UM, THE EMPLOYEE DEVELOPMENT CENTER.

SO ONE BARRIER TO ADULT PROFESSIONAL LEARNING IS NOT HAVING FLEXIBILITY IN A SPACE OR AVAILABILITY, UM, TO, TO MEET.

YOU DON'T WANT YOUR SPACE TO DRIVE YOUR LEARNING GOALS.

YOU WANT THE GOAL TO DRIVE THE DESIGN.

AND THE FACT THAT WE HAVE THIS SPACE FOR ADULT LEARNING NOW HAS BEEN, UM, ABSOLUTELY OUTSTANDING FOR OUR PROGRAMS TO BE ABLE TO GROW AND SCALE THAT NUMBER UP THERE SAYS, UH, ABOVE 83,000,

AND THAT'S HOW MANY PEOPLE HAVE CROSSED THROUGH THE DOORS SINCE JULY 1ST OF LAST SUMMER UNTIL JUNE 30TH OF THIS YEAR.

AND WE KNOW THAT NUMBER IS LOW BECAUSE OUR RECORDING SYSTEM WAS, WAS NEW LAST SUMMER.

WE WERE JUST WORKING IT OUT.

NOW WE HAVE A GREAT WAY TO TRACK.

AND, UM, I KNOW THAT THIS YEAR WE, I THINK WE'RE PROBABLY GONNA HIT AT LEAST A HUNDRED THOUSAND.

SO IT'S, IT'S BEEN A GREAT INVESTMENT.

SO, A LITTLE BIT ABOUT THE SUMMER.

SO WE DID HAVE, UM, 6,000 TEACHERS, PARAS, SEL SUPPORT, STAFF ADMINISTRATORS, CENTRAL OFFICE STAFF, SPEND TWO FULL DAYS REALLY THINKING ABOUT CORE INSTRUCTIONAL EXPECTATIONS AND CORE CONTENT EXPECTATIONS IN BCPS.

UM, WE ALSO HAD 2000 LEADERS PARTICIPATE IN FOCUSED PROFESSIONAL LEARNING.

UM, THEY RECEIVED LEADERSHIP DEVELOPMENT SESSIONS.

THEY RECEIVED SESSIONS ON COMMUNICATION, RELATIONSHIPS, CUSTOMER SERVICE, MUTUAL ACCOUNTABILITY, INNOVATIVE PROBLEM SOLVING.

UM, WE HAD EIGHT FULL SYSTEM LEVEL DAYS AND 45 DAYS OF CONTENT SPECIFIC TRAINING.

AND YOU ACTUALLY CAN SEE TWO OF OUR, OUR PRINCIPALS THERE.

WE ALSO MANAGED TO GIVE THEM A LITTLE BIT OF FUN.

THOSE ARE TWO OF OUR ELEMENTARY PRINCIPALS, UM, IN THEIR FEEDER PATTERN FLARE, PLAYING SOME CORNHOLE.

SO WE DID NOT, WE HAD A LITTLE FUN IN BETWEEN THE SESSIONS.

UM, WE ALSO ASKED OUR ASSISTANT PRINCIPALS TO COME IN AND SPEND FOUR DAYS JUST THINKING ABOUT INSTRUCTION AND HOW THEY PROVIDE GOOD FEEDBACK AND OBSERVE TO MAKE CHANGE IN CLASSROOMS. THAT IS A GROUP THAT HISTORICALLY HAS NOT RECEIVED THE SAME LEVEL OF PROFESSIONAL LEARNING AS OTHER GROUPS.

UM, SO WE'RE VERY HAPPY THAT OUR ASSISTANT PRINCIPALS HAD THAT OPPORTUNITY, AND THEY WILL BE CONTINUING WITH THAT THIS YEAR.

AND DR.

RISERS MENTIONED THAT WE DID HAVE 470 NEW EDUCATORS THAT WENT THROUGH NEO THE WEEK BEFORE LAST.

SO NOW I'D LIKE TO MOVE TO THE THIRD POINT OF OUR TIME TOGETHER TODAY.

AND THAT'S WHAT'S OUR PLAN FOR THIS COMING SCHOOL YEAR 25, 26.

SO THE FIRST TWO ITEMS I'M GONNA SPEAK ABOUT ARE, ARE SYSTEM-WIDE PROFESSIONAL LEARNING.

SO WE HAVE SYSTEM-WIDE PROFESSIONAL LEARNING FOR TEACHERS.

THOSE ARE THE DAYS THAT YOU SPENT TIME TALKING ABOUT AT THE LAST BOARD MEETING, CHANGING SOME OF THE CALENDAR TO MAKE SURE THAT, UM, WE MEET EVERYONE'S NEEDS WITH PROFESSIONAL LEARNING.

SO, UM, WE HAVE A MIX OF FACE-TO-FACE, VIRTUAL, REMOTE, ASYNCHRONOUS, AND SYNCHRONOUS PROFESSIONAL DEVELOPMENT FOR EVERY TEACHER AND PARAEDUCATOR IN THE STAFF IN THE SCHOOL.

UM, THE SCHOOL DAYS, THE CONTENT IS DRIVEN BY THE SCHOOL PROGRESS PLAN, AND WE'LL ALSO SPEND SOME TIME WITH OUR 39 SCHOOLS THAT ARE DOING OUR PILOT EVALUATION.

WE'LL BE WORKING WITH THEM AS WELL.

AND THEN WE ALSO HAVE SYSTEM DAYS.

AND ON THOSE DAYS, WE'LL BE FOCUSING ON TEACHING AND LEARNING EXPECTATIONS.

DR. ROGERS MENTIONED THE SKILLFUL TEACHER AND RESEARCH FOR BETTER TEACHING.

AND THEN THE OTHER HALF OF THOSE SYSTEM DAYS ARE GONNA BE CONTENT EXPECTATIONS THAT CURRICULUM AND INSTRUCTION WILL DRIVE.

SO THOSE ARE DAYS THAT ARE FOR OUR EDUCATORS.

THEN THE SECOND SYSTEM WIDE GROUP THAT WE, UM, THINK ABOUT AT THAT, YOU KNOW, YEAR LONG LEVEL, THOSE ARE OUR, UM, OUR LEADERS.

SO WE HAVE TARGETED PROFESSIONAL DEVELOPMENT FOR THE GROUPS THAT YOU SEE HERE ON THE SCREEN.

AND THEIR PROFESSIONAL DEVELOPMENT IS GROUNDED IN THE SUPERINTENDENT'S PRIORITIES, OUR FOCUS AREAS.

AND IT'S REALLY AN OPPORTUNITY FOR US TO SET EXPECTATIONS AND THEN CHECK IN ON THOSE EXPECTATIONS TO COLLABORATE WITH COLLEAGUES TO MAKE SURE WE HAVE CONSISTENCY ACROSS DIVISIONS.

AND THE BULLET POINTS ARE THE, THE DIFFERENT STRUCTURES THAT WE HAVE IN PLACE BECAUSE WE CAN'T HAVE THE SAME PROFESSIONAL LEARNING BECAUSE THE ROLE IS DIFFERENT.

SO, UM, THERE IS CONSISTENCY ACROSS IN OUR MESSAGING, BUT THEY RECEIVE DIFFERENT, UM, STYLES IN THE DESIGN AND THE DELIVERY, AND THEN THE SPECIAL TOPICS.

SO, UM, SECONDARY, ELA AS YOU KNOW, THIS LAST YEAR, THAT, UH, PAT FIRST THANK, THANK YOU FOR THE RECOGNITION AND THE, THE PRAISE GOES TO EVERYONE IN ALL THE BUILDINGS THAT HAS THAT HAS DONE THIS WORK.

UM, AND SECONDARY ELA LAST YEAR, WE JUST FINISHED THE ENTIRE PILOT, AND SO WE'RE ADOPTING A NEW CURRICULUM THAT'S ROOTED, UH, IN, UM, THE SCIENCE OF READING.

SO THE SAME WAY THAT WE MADE THAT TRANSITION FOR ELEMENTARY, WE'RE ELEMENTARY, WE'RE A YEAR AHEAD OF SECONDARY.

OUR EXPECTATION IS THAT WE'RE GOING TO START AND, UM, SEE THAT LEVEL OF GROWTH.

UM, I DON'T HAVE THE, UH, STATE AVERAGES FOR EACH INDIVIDUAL IN ASSESSMENT IN FRONT OF ME, BUT, UM, I WILL, UH, CERTAINLY TAKE YOUR WORD FOR IT.

WE BELIEVE THAT THE IMPLEMENTATION WITH FIDELITY WORKING WITH THE, UH, VENDOR IN THE SAME, UH, VERY MUCH IN THE SAME WAY THAT WE WORK WITH THE EVENT IN ELEMENTARY, WHERE THERE ARE VISITS TO EVERY SINGLE SECONDARY SCHOOL AT EACH SEMESTER WHERE WE'RE WORKING DIRECTLY IN CLASSROOMS, BRINGING LEADERS, UM, AND MEMBERS OF CENTRAL OFFICE, ALTHOUGH A MUCH SMALLER CENTRAL OFFICE ARE GOING INTO THE SCHOOLS TO PROVIDE THAT COACHING SUPPORT WITH THE, UH, STAFF DEVELOPMENT TEACHERS, UH, WILL, UH, YIELD SOME, UH, GAINS FOR OUR STUDENTS IN SECONDARY LITERACY IN MATHEMATICS IN PARTICULAR, WE ADOPTED A NEW CURRICULUM, UM, RIGHT BEFORE AND DURING COVID.

AND SO TWO YEARS AGO, UH, WE RECEIVED FEEDBACK FROM OUR TEACHERS ABOUT THINGS THAT WERE, UH, LEARNED THAT PERHAPS WE NEEDED TO UNLEARN.

AND SO THE MATH DEPARTMENT, UH, MS. MAHINDA HAS BEEN HERE WITH TEAM TO, UM, SHARE THE PROFESSIONAL DEVELOPMENT OFFERINGS THAT THEY'VE HAD, AS WELL AS THE AMOUNT OF, UM, YOU KNOW, WHAT THEY'RE SEEING ON THE ASSESSMENTS AND TRENDS.

THEY'RE DOWN TO ISOLATING THE STANDARDS IN PARTICULAR.

BUT THE STATE OF MARYLAND IS LOOKING AT MATHEMATICS FOR THE STATE OVER ALL, AND THEY'RE MAKING SOME RECOMMENDATIONS, SOME CHANGES TO THE PATHWAY BECAUSE MATHEMATICS IS AN AREA OF CONCERN ACROSS THE STATE OF MARYLAND.

IT IS IN THE 20TH, UH, PERCENTILE.

UH, WHILE WE ARE LOWER THAN THE STATE AVERAGE, IT'S STILL A LOW NUMBER.

AND SO WE'RE GONNA CONTINUE WITH PROFESSIONAL DEVELOPMENT.

UM, WE'RE GONNA CONTINUE ON THAT, UH, STATE, UM, UH, COMMITTEE WHERE WE ARE A PART OF IT FOR THE ASSESSMENTS.

UM, BUT WE WILL BE GOING INTO THE CLASSROOM TO SEE WHAT IS HAPPENING.

WE WILL BE TAKING A DEEPER DIVE WITH OUR TEACHERS TO GET SOME MORE FEEDBACK ON THE CURRICULUM.

WE KNOW THE COMMIT CURRICULUM THAT THEY HAVE FOR MATHEMATICS IS EVIDENCE-BASED.

UM, IT'S ALIGNED TO STATE STANDARDS, BUT, UH, SO IS THE CURRICULUM THAT MANY OF THE OTHER DISTRICTS ARE USING.

BUT THERE IS, UM, A GAP THAT EXISTS IN MATH THAT WAS EXACERBATED DURING, UM, COVID THAT WE NEED TO GET UNDERNEATH.

AND SO THAT, THAT IS WHAT WE'RE GONNA BE FOCUSING ON IN THOSE MATH CLASSES.

UM, THEY WILL FOLLOW THAT UP WITH DROP-IN SESSIONS.

AND I WILL SPEAK TO SOMETHING THAT JUST HAPPENED TODAY.

THAT'S A, THAT'S A GREAT QUESTION.

SO THE REASON THAT, UM, I CALLED OUT ASK ME, E-S-P-B-C AND OPE AND ASPIRE BCPS IS BECAUSE WE HAVE AN ASPIRING LEADERS FOR PEOPLE WHO WANT TO BE ASSISTANT PRINCIPALS, DEPARTMENT CHAIRS, STAFF DEVELOPMENT TEACHERS, AND THEN WE ALSO HAVE THE ASPIRE PROGRAM FOR THOSE UNIONS.

SO THAT'S WHY I SEPARATED ON THIS PAGE, UM, BECAUSE ON THE PREVIOUS IT WOULD BE THE TEACHERS, BUT EACH, THOSE GROUPS ARE REPRESENTED THROUGHOUT, UM, FOR EXAMPLE, THE OFFICE PROFESSIONALS INDUCTION PROGRAM AND THE PARAEDUCATOR INDUCTION PROGRAM.

SO IF FOLKS IN AFSCME, EXCUSE ME, FOLKS IN E-S-P-B-C GET PROMOTED, WE HAVE AN INDUCTION PROGRAM FOR THEM.

UM, BECAUSE THE FEEDBACK THAT WE RECEIVED WAS THAT THEY WERE PROMOTED AND THEN THERE WAS NO SUPPORT.

UM, THE PROFESSIONAL LEARNING COMMUNITIES, THE COMPLIANCE APPLICATIONS AND TECHNICAL TRAININGS, THE STANDARDS OF EXCELLENT SERIES, UM, THOSE ARE ALL FOR FOLKS WHO ARE IN FS, PES, PBC, AND OPE AS WELL.

SO THOSE HAVE BEEN OUR AREAS OF, OF FOCUS AS FAR AS SOME OF THOSE GROUPS.
